The lists in this document are rearranged from information ripped from the game's executable file, matched to tech names, posted to the GameFAQs SaGa Frontier message board, and thankfully, released unto the public domain by a prestigious video game hacker by the moniker of Alex (W.) Glossary

Spark
Both a noun and a verb. To spark is to learn a technique in mid-battle. Also, the act of sparking can be referred to as a spark.

Difficulty
How difficult it is to spark a technique when using a technique that's already known. The higher the difficulty is, the less chance you have of learning the new technique. Difficulty is a relative scale, based on a number of variables such as the strength of the monster on which the technique is being used, the strength of the character using the technique, the status of your and the monster's parties, the number of characters standing, and more.
For reactive techniques such as Deflect and Sway Back, the difficulty given is the difficulty to spark the technique when the character is attacked during a turn when he is using the listed technique. For Dodge techniques, the difficulty of sparking the technique is controlled by which move hits the learner.

It seems that Dodge Wing can be learned from Deadly Powder - if I were to guess, I'd say Hell Wing was probably supposed to go there.

Thrust

means that while using Thrust, Thunder Thrust may be learned at 16 difficulty, Dead End at 21 difficulty, or Triple Thrust at 29 difficulty. So you see.
